You are more likely to have an impact by lobbying auto insurance companies to either mark these cars as uninsurable or Jack up their rates because they are more likely to kill a pedestrian in an accident.
So NHTSA is pretending to care about pedestrians for the first time in their existence? This is a nice surprise.
