Not OP, but Syncthing is a good example.
SimpleMobileTools has many apps doing this. I use Calendar, Draw, Notes, and Gallery
Quillpad - a note taker very similar to Keep
Keepass - offline accountless password manager
Syncthing - for syncing files between devices.
OSMand - once a map is downloaded it runs without internet.
