OpenKylin is already starting to be implemented on government systems and private companies all around China.

It doesn’t require evidence and, since it’s not normally questioned in daily discourse, the person saying it seemingly never questions whether it makes any sense to make such a baseless claim.
I’m guessing there’s no proof to back this up.
