I think the title refers to the landlord not being arrested, not the bikers. Last line was that they didn’t know if the landlord was facing charges, which probably means he hadn’t been arrested yet.

I don’t claim to be a York County Deputy so I’m not here to make the accusation myself, but I do claim to be a guy who can read just below a headline and can see that according to the article, the York County Sheriff’s department deputies did in fact make that accusation.

Investigators say they later learned the landlord of the building solicited the men following a landlord-tenant dispute.

It’s only alleged because that’s the journalistic convention to prevent a libel lawsuit from the landlord until a guilty verdict is handed down by a jury. That’s just how articles always phrase it.
