Some douchebags had their van stalled shining its light into my apartment when i noticed there was no front license plate so i had to go to the back to document their license plate number.
It was very inconvenient to get that all locked in and squared away, can i report them for that alone? Thats like drug dealer or illegal shit isnt it?

As others have said, laws vary by region. Google will tell you what’s what in your area.
Check what your local laws require. Some areas require both front and back plates, some only require rear plates.

The requirement for front and back plates is not universal.

In the US, this depends on your state. Mine does not have front plates, most of the states near me do not, but one does
some states do not have front plates.
It also depends on the car, if it was never designed for a front plate at all then it won’t need one.
That depends on where you are. In most of the world cars need both plates, but I know at least some US states are ok with only a rear plate.
Define stalled.
Usually it means the engine stopped for whatever reason, so if that’s the case you checked the plates of someone who could have broken down.
