This is how projects die. Duckstation had a good run at the top, but I wouldn’t be surprised to see it dethroned if it becomes a dramafest with bizarre restrictions on forks and distribution.
Companies patent dumb ideas all the time with no real intention to develop them. No harm in mocking them for it, but I wouldn’t be ringing alarm bells unless they actually start implementing it in their vehicles.

Depends at what stage of development you get the recordings done (although for larger projects it’s likely to be across several sessions).
The later you start the process, the fewer lines you’ll have to toss out. But big studios don’t mind throwing money at recording sessions, so losing 50%+ isn’t that big of a deal as long as there were still some usable results.
As mentioned in the article, these are all union VAs and their new agreement explicitly protects them from AI being used without their permission.
If it turns out they really did use AI to rework some of the voice lines, there could be a major lawsuit coming…

As a dev who has worked on mobile games:
The stores have a serious problem with discovery which makes it unreasonably difficult to find the good original games in the sea of shovelware, but the good stuff IS out there.
People say they hate free-to-play and that they’d happily pay once for access like a normal game, but the stats say otherwise. Almost no one pays for premium mobile games, and that’s why no one bothers making them.
People who use ‘mobile game’ as an insult are usually wilfully ignorant about the platform and just have an axe to grind.
Modders don’t have to run functionality and regression testing, fully localise any new text, pass platform certification, or any of the other hundreds of things that prevent AAA devs from dropping patches whenever they feel like it.
Not saying they couldn’t have had this stuff ready sooner, but comparing it to how quickly modders can release is apples to oranges.
You’re being downvoted because it’s a stupid question. It’s not happening currently in NA; they’re making a comparison to the historical colonization that happened there.
Hard to say for sure without any gameplay screenshots, but:

So I would expect something that’s definitely an upgrade over the vanilla version in terms of compatibility and basic visual fidelity, but nothing much beyond that. (And, for the record, I think that’s fine?)

Not to suggest that Disney is innocent or couldn’t have done more to avoid this, but I wouldn’t be at all surprised to learn that the marketing art materials were outsourced to a dedicated studio who decided to use AI (possibly even without telling Disney).
Lots of outsource-focused art studios overpromise and overstretch to win their contracts, and then the artists end up having to cut corners to meet the crazy deadlines they’ve been given.
I think the intended use case is summarising a series of messages, not just one
